ベルリン市・Cinema Babylon争議との連帯

　ベルリン映画祭の一会場であるシネマ・バビロンが争議中です。商業ベースに乗らない映画の製作や上映といって、従業員が無給あるいは最低賃金割れした条件で働くのはおかしいです。この、自主制作と間違えるような条件でクリエイターを働かせ、「やりがい」の搾取が横行するとうい構造はドイツに限ったことではありません。

　　べルリン市内のシネマ・バビロンの従業員は、ほぼ全員が非正規雇用、その時給は５．５ユーロから８ユーロと極めて低い。（注：HartzIV、と呼ばれる生活保護は、毎月４００ユーロ＋家賃と伺っている。）さらに、試用期間が終わる直前の解雇を繰り返す、祝日、深夜手当てを払わないなど不当労働行為を繰り返してきた。憤った従業員は、今年の１月にFAU-IAA（Freie Arbeiterinnen und Arbeiter Union)に加盟した。６月に入り、契約条件を新たに定めるべく団体交渉を申し入れるが会社側は回答せず、労組は６月１６日づけで無期限の争議に突入した。会社側は、同組合が連邦憲法擁護庁の監視下にあるというまったく不当な理由から、団体交渉を拒否している。また、現在も経営上必要な資料を一切開示していない。

　連邦憲法擁護局の監視対象に定められた運動体とは、イベント会場として場所を貸し出すこと、同じく左派政党が連立政権に名を連ねるベルリン市議会から多額の助成金を受給するといった、「協力関係」にあった。ならば、なぜ今になって団交の相手として、FAUを認められないのか。同映画館は、商業ベースに乗らない作品、社会的なテーマを扱うドキュメンタリー作品を多く取り扱う。フリーター労組及びMOVie Unionは、左派や社会的事業を自称する事業主の不当な行為の数々と闘ってきた。そしてFAUの直面する団交拒否への憤り、更には問題を共有する必要性からグローバルな連帯要請に応える。

MOVie UNION condemns Cinema Babylon and declares support for Cinema Babylon workers and FAU-IAA (Freie Arbeierinnen Union) August, 2009.

　Reports from numerous sources reveal that FAU-IAA Berlin has been involved in an ongoing dispute with Cinema Babylon over poor employment conditions provided by the cinema for unpaid interns and other employees.

　
　We show public support for FAU-IAA because the problem concerning the employment conditions in Japanese cultural- artistic productions is synonymous to the problem FAU-IAA has been facing.

　We therefore believe that this is not only a domestic problem. It reflects similar kinds of problems that have been on- going elsewhere in the world.

　We fear that unless resolved, this issue may cause a significant disruption to globally interlinked cultural-artistic productions. So, this issue concerns all people who are involved in related fields.

　We feel particular disappointment and betrayal by the fact that Cinema Babylon is one of the venues for the Berlin International Film Festival, which has a tradition of screening humanitarian films that reassess the significance of human dignity.

　We believe that immediate action to solve the labour issue will also help Berlin International Film Festival to regain global respect and admiration.

　As such, MOVie UNION demands that Cinema Babylon take the FAU- IAA’s claim seriously and immediately improve employment conditions.

　MOVie Union (movieunion.org) is a sub-group of the Freeter Zenppan Rodo Kumiai (Precariat Union), for and by movie directors, videographers, photographers, web designers, sound designers, image creators, animators... For precarious workers threatened by the bosses with "we can always find someone to replace you" . By bringing the concept of work/labor to creative and artistic activities, we imagine an end to a period which exploits without limits the "motivations" of creators, thus paving the way to a new cultural cycle.
